The new Etobicoke Civic Centre will be a state-of-the-art civic hub including a community recreation centre, a public library, a non-profit childcare centre, community spaces and a new civic square for public programming and events.

The new Etobicoke Civic Centre (ECC) is an integral component in the City’s vision for the Etobicoke Centre and the achievement of key economic, social and environmental strategic directions for the area. It is also the cornerstone of creating a complete community for the City-owned lands at Bloor-Kipling, which have been identified for the delivery of affordable housing through the Housing Now Initiative.

The co-location of community and civic facilities and services at the ECC will serve as an anchor for this new community with a state-of-the-art civic hub including a community recreation centre, a public library, a non-profit childcare centre, community spaces and a new civic square for public programming and events.

In alignment with the City’s Major Capital Approval Process, CreateTO, in collaboration with City staff, has followed the stage-gate process for the design of the new ECC. A feasibility study, schematic design and detailed design have been completed.

On December 13, 2023, City Council approved the contract award to Multiplex Construction Canada for the construction of the new ECC. Construction commenced in April 2024 and project completion is targeted for 2028.

Adamson Associates Architects of Toronto, Henning Larsen Architects of Copenhagen and PMA Landscape Architects of Toronto were selected as the winning design team for the project in May 2017.

On April 10, 2024, the City of Toronto held a ground-breaking ceremony for the new Etobicoke Civic Centre (ECC) at 3755 Bloor Street West. As a new state-of-the-art civic hub, the new ECC will feature more than 508,000 square feet of accessible public-facing space including municipal office towers, a multi-purpose council chamber, a child care centre, a new Toronto Public Library branch, a public health clinic for dental services and breastfeeding, a fully equipped recreation centre, ceremonial rooms, public meeting rooms, an art gallery and retail spaces, all leading out to an open civic square with a Sacred Fire Vessel and two-level parking.
