Project Overview

CreateTO is supporting the Housing Development Office in advancing a City-initiated Official Plan and Zoning By-law amendment for 805 Wellington Street West, also known as 53 Strachan Avenue and 801 Wellington Street West, to enable supportive housing, affordable and market rental housing, heritage conservation and the continuation of the existing Garrison Flats community garden. 805 Wellington Street West is subject to the City’s new Toronto Builds Policy Framework, which guides the development of a range of new rental homes within mixed-income communities on City land.

The latest development concept comprises two distinct buildings to be delivered in phases: Phase 1 includes an 8-storey mid-rise building with approximately 81 supportive housing units, while Phase 2 includes a 28-storey building that incorporates significant heritage conservation and accommodates approximately 296 purpose-built rental units, including affordable housing. Phase 1 is anticipated to commence in late 2026 to early 2027, while the timeline and delivery strategy for Phase 2 has yet to be confirmed. In the meantime, CreateTO is working to support the City in ensuring the vacant areas of site are made safe.

Once completed, the project at 805 Wellington Street West will help address Toronto's housing crisis by re-establishing supportive housing on the site and delivering new affordable and purpose-built rental homes. Together, these uses will create a mixed-income community, while preserving the site's heritage architecture, supporting the continuation of the existing community garden in the adjacent park and enhancing the streetscape along Wellington Street West and Strachan Ave. A public meeting will be held at the City of Toronto's Planning and Housing Committee on Thursday July 16th to receive input and review the proposal. Planning and Housing Committee will make recommendations on the application, which will be forwarded to Toronto City Council for its consideration at its meeting on July 29 to July 31, 2026.
