Project Overview

Currently a City-owned parking lot, 9 Shortt Street is being reimagined as a vibrant, mixed-income, transit-oriented community in the Fairbank neighbourhood.

Located next to the new Eglinton Crosstown LRT's Fairbank Station, the site is ideally positioned to bring more housing close to fast, reliable transit. This transformation builds on recent City planning work to support more homes and complete communities along the Eglinton corridor.

The proposed development will deliver approximately 458 purpose-built rental homes, including around 140 affordable homes, across two residential buildings, helping to address Toronto’s growing need for housing options for people at a range of income levels.

A new mid-block pedestrian connection will separate the buildings, creating a welcoming public space for walking, gathering and connecting, while improving access through the site.

The project will also include accessible, barrier-free design features, supporting people of all ages and abilities and contributing to a more inclusive and livable neighbourhood.

Background 

In 2021, City Council directed that 9 Shortt Street be prioritized for the development of affordable housing as part of the City’s broader efforts to deliver more homes on publicly owned land.

In 2023, CreateTO engaged an architectural team to begin advancing a development concept for the site, informed by community context and City-building priorities.

In February 2026, City Council approved a Zoning By-law Amendment (ZBA), establishing the planning framework that permits the proposed development and enabling the site to move forward toward implementation.
