Project Overview
2444 Eglinton Avenue East, situated in close proximity to Kennedy TTC and Go Station, is a housing project that will deliver approximately 919 homes, including 612 rent-geared-to-income (RGI), affordable and market rent-controlled co-operative homes, making it one of the largest affordable housing projects in Ontario in the past 25 years and the province’s largest co-operative development.
In January 2024, the City of Toronto and CreateTO announced Civic Developments, Windmill Developments and Co-operative Housing Federation of Toronto as the development partners for this project. In June 2024, the zoning was approved at Toronto City Council. A site plan control application was submitted in April 2025, with Notice of Approval Conditions expected in Q4 2025. This housing project will consist of two co-op buildings and a market ownership building. The homes will consist of a mix of studios, one-bedroom, two-bedroom and three-bedroom apartments. The site will also offer approximately 8,000 square feet of community space as well as approximately 12,200 square feet of retail space.
CreateTO is continuing to push boundaries with this project as it is also a part of a pilot project wherein the proponents advance the zoning by-law amendment application themselves.
The site was previously used as a parking lot and autobody shop, both of which were already vacant when this project began. By unlocking this underutilized space and maximizing its potential, the Scarborough Centre community will see major social and economic benefits.
2444 Eglinton Avenue East is a project part of the Housing Now Initiative to invest in City-owned lands across Toronto for the development of affordable housing within mixed-income, mixed-use, transit-oriented communities.
